State Representatives Josh Williams and Melanie Miller have introduced the Right to Know Act in Ohio. The proposed legislation would require hospitals and healthcare providers to offer genetic testing to confirm paternity when a child is born to unwed parents.
Rep. Williams stated, “Strong families are built on trust, transparency, and truth. The Right to Know Act gives parents the opportunity to make informed decisions from day one, reducing future conflict and helping lay a stronger foundation for the children at the heart of these families.”
Rep. Miller commented, “House Bill 435 prioritizes the well-being of children by empowering parents from the very beginning. By ensuring that families have the option of genetic testing at birth, we are encouraging stability, honesty, and certainty that will benefit children throughout their lives.”
If enacted, House Bill 435 would amend sections 3705.01 and 3705.09 of the Revised Code. Hospitals and other institutions would be required to offer genetic testing at birth before an acknowledgment of paternity affidavit is signed. If parents decline this offer, they must sign a waiver acknowledging they were offered testing.
The bill has been referred to the House Judiciary Committee and is awaiting a hearing.
