Ohio Senate passes modern energy policy with focus on baseload power

The Ohio Senate has passed Senate Bill 2, a significant piece of legislation aimed at modernizing the state’s energy policy. This new framework focuses on enhancing Ohio’s power industry by prioritizing projects that generate baseload power, essential for meeting the daily energy demands of homes, businesses, and industries.

State Senator Mark Romanchuk from Ontario supported the bill. He remarked, “Creating a modern energy policy is a significant step for the state of Ohio. The increase in power generation and repeal of riders imposed on Ohioans by utility companies puts our great state a step above our neighbors. I am confident that the future of energy is bright for Ohio.”

A key component of Senate Bill 2 is its emphasis on consumer accountability through the repeal of Electric Security Plans (ESPs), also known as “riders.” These riders have been criticized as a means for utility companies to increase charges without justifying their need for additional funds.

Furthermore, the bill mandates a traditional rate case format requiring energy companies to disclose their financials to the Public Utility Commission before any rate increases can be approved.

Senate Bill 2 also introduces Priority Investment Areas (PIAs) designated for new power generation projects. This initiative aims to revitalize brownfields and decommissioned coal power plant sites by encouraging new development projects in these areas.
