Ohio bill proposes grace period for fines post-incarceration

State Representative Melanie Miller of Ashland has introduced House Bill 296, which aims to provide a 180-day grace period on court-assessed fines and fees for individuals recently released from incarceration in Ohio. The bill seeks to ease the transition for approximately 18,000 Ohioans who reenter society each year after serving their sentences.

Miller emphasized the importance of the bill, stating, “Every year, about 18,000 Ohioans reenter society after serving their time. House Bill 296 is about recognizing their potential and removing one of the biggest barriers standing in their way.” She added that facilitating access to stable employment, housing, and transportation increases the likelihood of success for returning citizens. This success contributes to creating safer and more resilient communities across the state.

The proposed legislation would grant these individuals a six-month period during which they are not obligated to pay outstanding court-assessed fines, fees, financial sanctions, or costs resulting from criminal proceedings. The intention is to provide them with an opportunity to secure quality employment and stable housing before being required to address these financial obligations.

Similar laws have been enacted in Alabama, Tennessee, and Oklahoma. Currently, House Bill 296 is under review by the House Judiciary Committee.
